| Synopsis | Film starting with a view of Tirana’s clock. Images from Durres, the steamer approaching the port, foreign delegations arriving on the occasion of the II Congress of the Albanian Labour party. Party and state leaders like Hysni Kapo, Beqir Balluku, Badri Spahiu, etc. are welcoming foreign delegations. Hysni Kapo welcoming the incoming delegations. The Chinese representative Van Yu Pin speaking on behalf of the communist delegations. People are waiting for the Congress to begin in in front of the university square, in Tirana. Delegates from the four corners of the country entering in the Congress hall. Enver Hoxha reporting. Mehmet Shehu, Spiro Koleka, Gogo Nushi, Beqir Balluku, Hysni Kapo, Bedri Spahiu, Liri Belishova, Tuk Jakova etc. are in the Congress hall. The people outside are cheering. During Enver Hoxha’s speech , images from the army, border guards and major works appear on the screen: “Stalin” Textile Factory, the Maliq sugar factory are visited by Enver and the foreign delegations. Inauguration of the rice husking factory in Vlore where the ribbon is being cut by Mr. Hysni Kapo, the inauguration of a new factory in Elbasan, the ribbon is being cut by Gogo Nushi.
